The government of Madagascar expects to recruit consultants and contractors for a utility reorganization program that includes rehabilitation of existing hydropower plants and development of new independent hydropower projects.
The World Bank’s International Development Association has approved a US$10 million credit aimed at rebuilding the ailing national utility, Jiro Sy Rano Malagasy (Jirama). The program also has funding from the French development agency, Agence Francaise de Developpement.
The program has two components: Part A, short-term investment in Jirama, to be implemented by Jirama management; and Part B, technical aid, reinforcement of capacities, and execution of the program, to be carried out by the Madagascar energy agency, Ministere de l’Energie et des Mines.
Among components of Part A are acquisition and installation of electrical, hydraulic, and auxiliary equipment for rehabilitation of hydropower stations, and training of hydro station operators. Other Part A components deal with diesel and heavy fuel plants, transmission and distribution, telecommunications, and management.
Among components of Part B is technical aid in environmental evaluation, feasibility studies, and other documentation necessary to attract and select investors in independent hydropower projects. Other Part B components include recruitment and selection of a private operator for Jirama, technical aid to the Ministere de l’Energie et des Mines, and studies to assist in medium-term development of Jirama.
Jirama has said there is potential to generate 7,000 MW from Madagascar’s rivers, compared with 120 MW of existing hydropower.
