Corps to seek bids for grouting at 135-MW Center Hill

The Corps of Engineers plans to seeks bids for installation of a grout curtain system at its 135-MW Center Hill Dam in Tennessee. Expressions of interest are due by May 22.

The government intends to issue the solicitation June 11, with proposals due July 11.

The dam has a history of seepage problems that have worsened in recent years. The Corps already has lowered the reservoir to the lower end of its operating range and in 2006 approved a $240 million rehabilitation plan that includes the grouting work. The government said work to improve the dam’s long-term reliability could be completed in 2014.

Center Hill Dam, on the Caney Fork River near Lancaster, Tenn., is among six dams the Corps identified as having a high risk of failure, in a screening program of 130 dams. (HNN 5/2/07) The 250-foot-tall dam consists of a 1,382-foot-long concrete section and 778-foot-long earth embankment.

Current work would involve: installing an 800-foot-long grout curtain into the rock foundation of the main dam embankment; building a work surface near the crest of the earthen embankment portion of the dam; and installing a 3,500-foot-long grout curtain into the rock foundation at the left rim of the dam. The contractor also would plug an area beneath the grout line on the left rim.

The contractor must provide an automated grouting control system to record, display, and control grouting operations. The Corps estimates 550,000 cubic yards of grout will be needed. The cost is to range from $50 million to $100 million.

The Corps’ Nashville District is to evaluate offers to determine best value based on technical competence of proposals, experience with similar work, and past performance. The Corps anticipates making the award in September, and issuing a notice to proceed by the end of December. The anticipated contract period is two years.
