India state seeks bids to develop 11 sites

India’s Himachal Pradesh State (HP) seeks proposals to develop 11 hydroelectric projects, totaling 587.5 MW, on a build-own-operate-transfer basis. Bids are due July 1.

All of the projects have been offered for bid previously. (HNN 6/11/07) Most recently, HP withdrew the 40-MW Kuling Lara project and the 60-MW Patam project from a solicitation that is still ongoing, offering six other projects. (HNN 3/6/08)

In the latest solicitation, the projects are in two groups. The first group, in which the projects already have feasibility reports, includes:
o 90-MW Khoksar, Chandra-Chenab Basin, Lahaul &Spiti districts;
o 13-MW Suil, Suil-Ravi Basin, Chamba District;
o 7-MW Shalvi, Shalvi-Yamuna Basin, Shimla District; and
o 7.5-MW Kilhi Bahl, Binwa-Beas Basin, Kangra District.

The remaining projects have been identified, but their feasibility must be ascertained by the winning bidders:
o 40-MW Kuling Lara, Spiti-Satluj Basin, Lahaul &Spiti districts;
o 60-MW Patam, Miyar-Chenab Basin, Lahaul &Spiti districts;
o 70-MW Mane Nadang, Spiti-Satluj Basin, Lahaul &Spiti districts;
o 60-MW Lara, Spiti-Satluj Basin, Lahaul &Spiti districts;
o 90-MW Miyar, Miyar-Chenab Basin, Lahaul &Spiti districts;
o 81-MW Tinget, Miyar-Chenab Basin, Lahaul &Spiti districts; and
o 69-MW Teling, Chandra-Chenab Basin, Lahaul &Spiti districts.

Winning bidders would be granted 40-year concessions, after which the projects would be transferred to HP.

Bid documents may be obtained from the address below for 200,000 rupees (US$5,064) per project by bank draft or bankers check payable to Accounts Officer (Banking), HPSEB, Shimla, and drawn on any scheduled Indian bank at Shimla. Courier delivery costs 1,000 rupees (US$26) in India and 5,000 rupees (US$127) for foreign delivery. Bids are due by July 1.
