U.S. seeks power study of Central Africa, 80-MW Nzilo 2

The U.S. government seeks consultants to study power projects in hydro-rich central Africa and to reassess the proposed 80-MW Nzilo 2 hydroelectric project in the Democratic Republic of Congo (DRC). Responses are due June 16, 2009.

The U.S. Trade and Development Agency (TDA) seeks applications from U.S. firms to perform a definitional mission expected to cost US$65,000. Initial work is to be a review of the energy sector in Central Africa Power Pool (CAPP) countries: Angola, Burundi, Cameroon, Central African Republic, Chad, Congo Republic, DRC, Gabon, Equatorial Guinea, and Sao Tome and Principe.

“CAPP’s member countries have vast potential for electrification, mostly from hydroelectric power, but the region currently suffers from chronic energy deficits and has one of the lowest energy-consumption-per-inhabitant ratios in the world,” TDA said.

Priority projects of CAPP member countries include trans-border grid connections and construction and refurbishment of hydropower projects.

The consultant is to assess whether TDA should fund studies in the region and to develop terms of reference and budgets for at least three studies or activities.

The consultant also is to evaluate the proposed Nzilo 2 hydro project and recommend whether any changes need to be made in the existing project terms of reference and budget.

With a US$553,534 TDA technical assistance grant, DRC utility Societe Nationale d’Electricite (SNEL) requested bids in March for a feasibility study to examine the potential for a 33- to 80-MW Nzilo 2 project expected to cost between US$112 million and US$250 million.
