Connecticut utility solicits 2007-2009 power purchases

Connecticut Light &Power Co. has issued a request for proposals, seeking to purchase power for its customers from 2007-2009. Pre-qualification information is due Oct. 16, followed by price bids Oct. 30.

State law requires that winning suppliers deliver 7.5 percent of their supply from renewable energy sources such as hydropower, solar, wind, or biomass certified as clean energy producers. Eligible hydro must be run-of-river plants of less than 5 MW.

CL&P does not own generation and must secure the electricity it delivers from competitive suppliers. Under a plan approved by the Connecticut Department of Public Utility Control, CL&P must procure power for its nearly 1.2 million customers who have not chosen an alternative power supplier under Connecticut electricity restructuring laws.

Copies of the RFP are on the Internet at: www.cl-p.com/esupplier/wholesale.asp. Bidders must submit supporting information outlined in the RFP by 1 p.m. Oct. 16. Discussions with bidders are planned Oct. 19-24. Executed standard contracts and financial guarantees are due Oct. 26. Bidder pricing information is due Oct. 30, with winning bidders to be selected that day.

Supporting information and bids are to be submitted by e-mail, with fax or delivery as a backup method, to James R. Shuckerow, Director, Wholesale Power Contracts, Northeast Utilities Service Co., 107 Selden St., Berlin, CT 06037; (1) 860-665-3933; Fax: (1) 860-665-4583; E-mail: shuckjr@nu.com, with copies to Joseph S.
