India state extends bidding deadline for 13 sites

India’s Himachal Pradesh State (HP) has extended the bidding deadline for 13 of 28 hydroelectric projects it is offering to developers on a build-own-operate-transfer basis. The bid deadline for the remaining 15 projects, June 30, is unchanged.

Six of the projects already have project feasibility reports (PFR), while developers must conduct their own feasibility reports on the remaining projects. Projects having PFRs are noted below.

Bid documents now may be obtained until June 29, and bids are due by 1 p.m. June 30, a change from April 29, for the following projects:
o 25-MW Chanju 1, Chanju-Ravi Basin, Chamba District, PFR;
o 17-MW Chanju 2, Chanju-Ravi Basin, Chamba District, PFR;
o 180-MW Bajoli Holi, Ravi Basin, Chamba District, PFR;
o 60-MW Ropa, Ropa-Satluj Basin, Kinnaur District;
o 5.5-MW Bharari, Bharari-Satluj Basin, Bilaspur District.

Bid documents now may be obtained until June 29, and bids are due by 1 p.m. June 30, a change from May 31, for the following projects:
o 261-MW Youngthang Khab, Spiti-Satluj Basin, Kinnaur District, PFR;
o 70-MW Mane Nadang, Spiti-Satluj Basin, Lahaul &Spiti districts;
o 60-MW Lara, Spiti-Satluj Basin, Lahaul &Spiti districts;
o 40-MW Kuling Lara, Spiti-Satluj Basin, Lahaul &Spiti districts;
o 39-MW Rupin, Rupin-Yamuna Basin, Shimla District;
o 140-MW Chango Youngthang, Spiti-Satluj Basin, Kinnaur District;
o 130-MW Sumte Kothang, Spiti-Satluj Basin, Kinnaur District;
o 104-MW Lara Sumta, Spiti-Satluj Basin, Kinnaur District.

Dates were unchanged for the following projects. Bid documents may be obtained until June 29, and bids are due by 1 p.m. June 30 for:
o 200-MW Bara Bangahal, Ravi Basin, Chamba District, PFR;
o 144-MW Gondhala, Chandra-Chenab Basin, Lahaul &Spiti districts, PFR;
o 114-MW Bardang, Chenab Basin, Lahaul &Spiti districts, PFR;
o 108-MW Chhatru, Chandra-Chenab Basin, Lahaul &Spiti districts, PFR;
o 90-MW Miyar, Miyar-Chenab Basin, Lahaul &Spiti districts;
o 81-MW Tinget, Miyar-Chenab Basin, Lahaul &Spiti districts;
o 61-MW Teling, Chandra-Chenab Basin, Lahaul &Spiti districts;
o 39-MW Patam, Miyar-Chenab Basin, Lahaul &Spiti districts;
o 715-MW Reoli-Dugli, Chenab Basin, Lahaul &Spiti districts;
o 360-MW Dugar, Chenab Basin, Chamba District;
o 240-MW Gyspa, Bhaga-Chenab Basin, Lahaul &Spiti districts;
o 210-MW Sach-Khas, Chenab Basin, Lahaul &Spiti districts;
o 150-MW Seli, Chenab Basin, Lahaul &Spiti districts;

HP also seeks “self-identified” projects

HP also invited developers to propose their own “self-identified” project sites. The last date to obtain bid documents for those projects is June 29, with bids due June 30. Self-identified project applications are to be received yearly on a first-come, first-served basis.

Winning bidders would be granted 40-year concessions, after which the projects would be transferred to HP. The projects would be required to provide the state, free of charge, 12 percent of their power for 12 years, 18 percent of their power for the subsequent 18 years, and 30 percent of their power thereafter to the end of the concession. The remaining power may be disposed of in any manner in accordance with the 2003 Electricity Act.

Bid documents are available from the address below for 200,000 rupees (US$4,372) per project by bank draft or bankers check payable to Accounts Officer (Banking), HPSEB, Shimla, and drawn on any scheduled Indian bank at Shimla. Courier delivery costs 1,000 rupees (US$22) in India and 5,000 rupees (US$110) for foreign delivery.
