Mozambique seeks legal revisions to support hydropower investment

Mozambique’s Ministry of Energy invites expressions of interest from consultants to review and recommend changes to Mozambique’s electricity laws to accelerate development of the nation’s hydropower potential. Responses are due April 30.

Mozambique said in March it plans to raise US$8.5 billion, largely from foreign investors, for a new 2009-2013 Energy Strategic Plan to use more of its hydro potential. (HNN 3/13/09) Utility Electricidade de Mocambique recently recruited consultants to help develop an integrated transmission system to handle increased capacity from several large proposed power projects. The current solicitation seeks consultants to review electricity laws, regulation, and procurement processes and to recommend changes to encourage private participation in project development and to speed development.
