Nicaragua again seeks EPC bids to build 17-MW Larreynaga

On behalf of the Nicaragua government, the Central American Bank for Economic Integration (CABEI) has reissued a solicitation for construction of the 17-MW Larreynaga hydroelectric project on an engineering-procurement-construction basis.

With funding from the government of Spain, CABEI called for registration, by Spanish companies only, within 20 days of the December 29 publication of the solicitation, about January 18, 2009. Only registered companies will be able to submit bids, which are due March 30, 2009.

Larryenaga is to be built on the Cacao River in Jinotega Department, 161 kilometers from Managua. It is to generate 73 gigawatt-hours annually, increasing the nation’s power supply by 3 percent. CABEI first solicited bids to build the project in 2007, extending that bidding deadline into early 2008. (HNN 3/12/08) At that time, it also took bids for supervision, inspection, and quality control of the construction.

CABEI signed an agreement in 2006 providing Nicaragua with US$37 million to fund design, construction, and commissioning of Larreynaga, which is to be operated by national utility Empresa Nicaraguense de Electricidad (ENEL). In 2005, ENEL awarded a contract to German-Nicaraguan consortium Fitchner-Idisa to conduct a feasibility study of the project.

Work is to include engineering and design; civil works of the dam, tunnel, surge shaft, penstock, powerhouse with two turbine-generators, substation, and access roads; and installation, testing, and start-up of electro-mechanical equipment.

A non-mandatory bidders meeting and site visit is to be scheduled, with bidders notified by e-mail of time and place at least 15 days before the meeting. Electronic copies of the Larreynaga feasibility study will be given to participants or may be obtained at the office of Direccion General de Proyectos of ENEL.
