The government of Peru invites expressions of interest from consultants to assess Peru’s national hydroelectric potential with particular attention to small and medium-sized projects. Responses are due May 25.
With funding from the World Bank’s International Bank for Reconstruction and Development and Global Environment Facility, Peru plans to implement a rural electrification program managed by the Direccion de Fondos Concursables (DFC). It previously recruited firms to develop a small hydropower geographic information system (HydroGIS) similar to that developed for the United States. (HNN 12/11/06)
Peru’s Ministerio de Energia y Minas (MEM) previously said it identified sites for 328 potential hydroelectric projects of nearly 59,000 MW. (HNN 5/21/07)
In the current solicitation, the government seeks consulting services for a preliminary assessment of Peru’s national hydroelectric potential, including that which corresponds to hydro projects of between 1 and 20 MW and between 20 and 100 MW.
Work is to include analysis of existing information and determination of methodology, software, and procedures, as well as processing the information of an existing database and satellite information on topography, type and use of soils, hydrometeorology, and precipitation.
The consultant is to determine the water energy potential for electric generation and to identify feasible small and medium-sized hydropower projects. It is to incorporate the proposed projects’ spatial context with a geographic information system that permits one to consult, identify, and prospect the hydroelectric potential and the feasible projects. It also is to develop an atlas of hydropower potential and organize workshops to train DFC personnel to use the tools.
Expressions of interest and qualifications, in Spanish or English, are due by 5 p.m. May 25 by courier or e-mail to the address below. A short-list of no more than six firms is to be invited to submit technical and financial proposals.
