Snohomish County PUD seeks renewables in Pacific Northwest

Snohomish County Public Utility District is calling for proposals for renewable energy projects, including some hydropower and ocean power, to meet the municipal utility’s customer growth. A pre-bid conference is set Aug. 8, with notices of intent due Aug. 15.

Snohomish County PUD said it wants to purchase up to 100 average MW from renewable resources under a power purchase or ownership arrangement. The district will consider resources of 5 MW or greater.

The request for proposals is intended both to meet the district’s projected needs for additional power and to comply with obligations imposed by Initiative 937. (HNN 11/14/06) The Washington voter-passed initiative mandates that all large utilities in Washington supply 15 percent of their energy from eligible renewable resources by 2020.

The district will consider all resources that conform to the state’s definition of �renewable resource,� which includes, among others, water, and wave, ocean, or tidal power.

However, it said it prefers that projects also be �eligible renewable resources.� Under state law, that includes facilities powered by renewable resources �other than fresh water� that begin operation after March 31, 1999. That definition also includes incremental electricity from efficiency improvements completed after March 31, 1999, to hydro projects owned by a qualifying utility or to hydro generation in irrigation pipes and canals — neither of which may result in new water diversions or impoundments.

The district wants electricity deliveries from renewable resources beginning before Dec. 31, 2012, and as early as 2008. It is particularly interested in proposals that start as a power purchase agreement, and then provide an option for the district to acquire the asset after a set period. Resources that use federal production tax credits, renewable energy production incentives, or Clean Renewable Energy Bonds must be on-line before the expiration date of authorizing legislation.
