U.S. seeks switchgear retrofill capabilities for 19.5-MW Headgate Rock

The Bureau of Reclamation seeks capability statements from firms that could retrofill low-voltage station service switchgear at the Bureau of Indian Affairs’ 19.5-MW Headgate Rock Dam in Arizona. Responses are due March 1.

Reclamation previously collected information from vendors on proposed rehabilitation of the 480-volt switchgear. The agency awarded an $8 million contract in 2007 to Alltech Engineering Corp. to perform maintenance and repair of 10 radial gates at Headgate Rock.

The bureau currently seeks firms with capability to perform retrofill, replacing existing breakers, operating controls, and other components, specially designed so that they fit within existing racks. It seeks state-of-the-art solutions in circuit breaker technology for replacement of circuit breakers and associated cubicle/cradle hardware to increase the safety of racking operations and to mitigate arc flash hazard. It will not consider either reconditioning or remanufacturing of the existing equipment.

Reclamation said the switchgear has two ABB LKE 1600 electrically operated main circuit breakers. One of the two was replaced with an ABB RMAX 1600-amp, low-voltage roll-in circuit breaker. During testing conditions of the RMAX and subsequent re-installation of an LKE 1600, Reclamation said its switching guidelines were not followed and cubicle safety devices malfunctioned allowing a closed breaker to be installed resulting in breaker and cubicle damage and flash burn injuries to a Reclamation electrician. It said there is concern about a possible design flaw with the circuit control system and cubicle safety devices.

The agency invites statements of capability to perform the work, which is estimated to cost between $250,000 and $500,000.
