Uganda extends bidding for 250-MW Karuma, to enlarge project

Uganda’s Ministry of Energy and Mineral Development has extended the bidding deadline for detailed design and construction supervision of an enlarged version of the 250-MW Karuma hydroelectric project on the Nile River. Bids now are due March 4.

The ministry originally called for bids by January 5. (HNN 12/10/08) However, the ministry’s Stanley Ahabwe said a bidders meeting resulted in the deadline being extended initially to January 20.

�A decision was taken thereafter to amend the terms of reference (TOR) and change the closing date from 20th January 2009 to 4th March 2009,� Ahabwe told �The amended TOR will be ready for collection on 14th January 2009.�

An addendum to the Karuma solicitation said the new terms of reference will reflect a bigger project.

�The new scope of services will include technical, environmental, social, economic, and financial investigations for a bigger head and bigger installed capacity at the site,� the addendum said.

In a New Year’s speech to the nation, Uganda President Yoweri Museveni declared the government decided to nearly triple the size of Karuma to 700 MW. (HNN 1/6/09)

The ministry seeks bids from consultants to prepare detailed design based on feasibility studies previously carried out by the government. Consultants also are to supervise construction works, equipment installation, and plant commissioning. Bidders are to submit both technical and financial proposals.

Revised terms of reference are to be available beginning January 14. Bid documents in English may be obtained from the first address below on payment of 150,000 shillings (US$75.75) to Diamond Trust Bank, Kampala, using Bank Payment Advice Forms from the ministry’s Cash Office, Room A113. Documents then may be obtained from the first address below on presentation of a Cash Office General Receipt.

Bids labeled with the second address below must be delivered to the first address below by 10 a.m. March 4.
