UPDATE – Eastern Nile seeks consultants for first joint hydro project

The Eastern Nile Technical Regional Office (ENTRO) invites expressions of interest from consultants to help identify the Eastern Nile countries’ first joint multipurpose hydropower project. Responses are due December 1.

The multi-nation ENTRO, representing Egypt, Ethiopia, and Sudan, has applied for a US$6 million grant from the Nile Basin Trust Fund. (HNN 11/3/08) It has been investigating power trade opportunities, interconnection, and three hydropower projects, 2,000-MW Mandaya and 1,200-MW Border in Ethiopia near the Sudan border, and 780-MW Dal 1 in Sudan near the Egypt border. ENTRO said objectives of the Eastern Nile First Joint Multipurpose Program (JMP1) Identification Project include:
o A strategic social and environmental assessment for the Eastern Nile Basin;
o Identification studies of an �anchor project� comprising the first priority joint multipurpose hydropower project and the most critical upstream �hotspot� watershed interventions in the basin; and
o Identification studies of non-anchor projects, such as watershed management and irrigation modernization and development.

The agency said the scope of services sought includes: carrying out strategic assessment of water resources development opportunities and challenges in the Eastern Nile Basin, building on previous studies; identifying the optimum cascade development scenario that yields multipurpose benefits and facilitates joint risk management for all three riparian states, selecting the first multipurpose hydropower project within the cascade, and identifying the anchor project; and identifying high-priority irrigation and watershed interventions in the Eastern Nile.

Among qualifications, bidders must have recent experience in cascade dam projects that involve major hydropower production of no less than 1,000 MW.
