UPDATE – India extends date for last civil works lot of 3,000-MW Dibang

India developer NHPC Ltd. again extended pre-qualification deadline for one remaining civil works package of India’s 3,000-MW Dibang hydroelectric project. The new response date for the final outstanding construction lot, Lot 3, is May 18.

The previous deadlines for Lots 3 and 4 were April 13 and April 1. (HNN 3/6/09) There was no indication that bidding for Lot 4 would be extended again after its April 1 deadline. NHPC invited pre-qualification starting in August 2008 for a total of four packages of project work on the Dibang River in India’s Arunachal Pradesh State. (HNN 6/27/08)

The 164.25 billion rupee (US$4.1 billion) multipurpose project is to include a 228-meter-tall, 816.3-meter-long concrete gravity dam and a powerhouse with 12 250-MW turbine-generators. In addition to generating power, the project is to provide flood moderation and navigation benefits on the Dibang in Lower Dibang Valley District.

Lot 3: Diversion tunnel, dam, intake, hydro-mechanical work

NHPC extended the pre-qualification deadline until 3 p.m. May 18 for Lot 3: All civil works comprising diversion tunnel, coffer dams, concrete gravity dam, intake structure, and hydro-mechanical work of the diversion tunnel. Earlier deadlines were April 13, March 12, February 6, December 3, November 3, and September 22.

The developer also extended the deadline for pre-qualification documents for Lot 3 until May 15 from the address below. The request, labeled “Request for Pre-qualification Invitation Document for Dibang Lot: 3 for Dibang Multipurpose Project,” must be accompanied by a fee of 40,000 rupees or US$1,000 by demand draft to NHPC Ltd. at Faridabad.

Documents for Lot 3 also may be obtained from the NHPC Internet site, www.nhpcindia.com, with the fees submitted with the application for pre-qualification. Those obtaining documents from the Internet must inform the address below at least 15 days before applications are due.

The pre-qualification deadlines now have expired for three lots:
o Lot 1: Tender stage design, construction planning, design and engineering, and project management, requiring 108 months;
o Lot 2: Infrastructure works comprising internal roads and bridges, including a 740-meter-long road tunnel, requiring 36 months; and
o Lot 4: All works comprising headrace tunnels, pressure shaft, underground powerhouse, tailrace system, and pothead yard, requiring 78 months.
