UPDATE – Pakistan extends calls for public-private hydro program

Pakistan’s Infrastructure Project Development Facility (IPDF) has extended its invitation for expressions of interest from consultants to advance public-private partnerships to invest in hydropower development. Responses to three separate solicitations now are due September 21.

IPDF was established under the Ministry of Finance to set up a Multi-purpose Water Reservoir Financing Cell (MWRFC) to focus on project structuring and financing of multi-purpose water reservoir and run-of-river hydro projects with private sector participation. (HNN 8/5/08)

In one solicitation, IPDF seeks consultants to develop IPDF institutional capacity through establishment of the MWRFC and to assist IPDF in supervision of a separate Advisory Assignment for building a framework to undertake hydropower projects with private participation and raise financing for specific projects.

In a second solicitation, IPDF seeks consultants for the Advisory Assignment to assist in development and implementation of the framework to mobilize financing for hydropower infrastructure. The consultants also are to assist in raising financing for specific hydro projects identified by the government and the World Bank for implementation.

In a third solicitation, IPDF seeks a resident adviser to head the MWRFC until the cell is fully operational and to monitor the other two consultant assignments.
