The U.S. Army Corps of Engineers has extended the deadline for pre-qualification to provide support for an emergency grouting program at Iraq’s 750-MW Mosul Dam. Responses now are due April 15, extended from April 5.
Mosul Dam, the largest dam in Iraq, was completed in 1984 on a soluble foundation of gypsum, anhydrite, and karstic limestone. To save construction time, foundation grouting was not completed ahead of time. It began seeping immediately upon filling of the reservoir in 1985, on the Tigris River in Ninewah Province. Iraq has carried out a major grouting program continuously since that time.
The Corps invites pre-qualification for design and construction of enhanced grouting program support. (HNN 3/26/08) It plans to issue a contract worth between US$5 million and US$10 million for design, construction, procurement, transportation, fabrication, delivery, installation, and commissioning of four grout mixing plants.
Each mixing plant is to have a 22 to 25 cubic meter per hour capacity, with associated support equipment, and cement storage silos for a total storage capacity of 6,000 tons. The work is to require 180 days.
U.S. professional services firm Versar Inc. received a US$320,000 contract in 2007 to support the emergency grouting program at Mosul Dam, labeled ï¿½the most dangerous dam in the worldï¿½ in a U.S. inspection report. (HNN 11/30/07) A U.S. special inspector faulted quality control of the emergency grouting program and warned that failure of the structure could flood the city of Mosul to a depth of more than 20 meters.
In December, a truck packed with explosives blew up close to Mosul Dam, partly destroying the main access bridge and killing a policeman. (HNN 12/18/07)
Prospective bidders are to submit information including a company background description with engineering, design, and project management capability; evidence of three completed projects in seven Iraq provinces; and evidence of three projects in excess of US$1 million in the last three years.
