U.S. offers $15 million to national labs for waterpower R&D

The Department of Energy is offering a total of $15 million to DOE national laboratories to address technical challenges in waterpower development, as well as barriers to market acceptance.

National laboratories seeking to participate must submit letters of intent by May 6 and applications by June 4.

DOE issued the opportunity announcement April 8 at the same time it issued a separate announcement to any interested parties offering up to $12 million to support research and development of advanced waterpower technologies. (HNN 4/9/09)

The program announcement to national laboratories (DE-FOA-0000070) seeks applied science and technology development, focused on near- to medium-term actions that will significantly accelerate use of water-based energy technologies. DOE-funded projects at the laboratories are intended to be innovative, high-risk, and high-gain research that goes beyond what industry can do on its own.

The program announcement is divided into four broad topic areas:
o Topic Area 1: Supporting research and testing for marine and hydrokinetic energy ($5 million available);
o Topic Area 2: Environmental assessment and mitigation methods for marine and hydrokinetic energy ($3 million available);
o Topic Area 3: Supporting research and testing for hydropower ($4 million available); and
o Topic Area 4: Environmental assessment and mitigation methods for hydropower ($3 million available).

DOE said it prefers that proposals involve multi-laboratory teams, to allow the program to identify high-quality, multi-disciplinary teams to support its waterpower activities. DOE said it also encourages other collaborations with industry members, other academic institutions, including the National Marine Renewable Energy Centers, and/or non-governmental organizations.

Letters of intent are due May 6, and applications are due June 4.
