U.S. seeks bids to build cutoff wall at Clearwater Lake Dam

The Corps of Engineers seeks bids to build a concrete cutoff wall through the high-risk Clearwater Lake Dam in Missouri to control seepage and eliminate the risk of sinkholes. Bids are due July 1.

The Corps said the work, to be performed under Phase 2 of its dam rehabilitation program, will consist of constructing a cutoff wall penetrating the dam embankment and clay core into bedrock. The cutoff wall is to be aligned between two grout curtain lines completed as part of Phase 1A and 1B.

The Corps previously awarded contracts to Advanced Construction Techniques Ltd. for Phase 1A and 1B work. (HNN 6/20/07) Advanced Construction of Kettleby, Ontario, named Quadri Construction Co. of Elsinore, Mo., to perform part of the work under subcontract. Advanced Construction completed Phase 1A in October 2007. Its contract for Phase 1B is scheduled for completion in late 2008.

The Corps said it expects to award the Phase 2 contract in September at an estimated price between $100 million and $250 million. The entire rehabilitation program is to be completed in 2013.

Clearwater Dam, a 154-foot-tall, 4,225-foot-long flood control structure, was completed in 1948 on Missouri’s Black River. The Corps previously identified it as one of six Corps dams with a high risk of failure. The Corps discovered a sinkhole in the upstream face of the structure in 2003 during a routine inspection. However, the Corps has concluded from core samples the dam’s core is intact.

The Phase 2 solicitation — No. W9127S08R0002 — is to be a negotiated acquisition; no public bid opening is planned. The government said it intends to conduct a pre-proposal conference May 21 at the dam, in Piedmont, Mo.
