Turbine, pressure valve work sought by U.S. for 2,078-MW Hoover

The Bureau of Reclamation seeks information on small businesses capable of supplying a turbine and wicket gates and of overhauling pressure regulating valves at 2,078-MW Hoover Dam on the Colorado River in Arizona and Nevada. Responses to two solicitations are due Feb. 22 and 24.

Reclamation took bids in September for repair and replacement of structural steel and piping at Hoover. The agency has been performing modernization work for several years at Hoover. Andritz Hydro won a contract in 2010 for design and supply of a replacement turbine, with an option to supply three more, at Hoover.

The agency currently seeks to identify small businesses capable of carrying out two possible contracts.

The first sources sought notice seeks firms to supply a wide-head-range hydro turbine and wicket gates for Hoover. Firms must have the capability to perform computational fluid dynamics, design, physical modeling, hydraulic turbine manufacturing, and supply of one turbine for Unit A8, including associated runner cones and coupling bolts. Design and supply of one set of 21 wicket gates also is included. The government is to supply labor to remove existing equipment and install new equipment.

A second sources sought notice seeks firms for modernization, conversion, and overhaul of pressure regulating valves at Hoover. Firms must have the capability to disassemble and remove pressure regulating valves, pack and transport units to and from the facility to be modernized and refurbished, and assemble and reinstall equipment at Hoover.

The work requires replacement of bushings with vesconite greaseless material, seats, seal rings, and gaskets; machining; repair of cavitation damage; replacement steel parts; and reassembly, adjustment, and testing.
