India state seeks consultants for small hydro, grid

Agencies of Uttaranchal State seek expressions of interest by June 15 from consultants to assist with design and implementation of small hydropower projects and transmission system improvements in the hydro-rich India state.

With US$300 million in funding from the Asian Development Bank (ADB), the state is proceeding with the Uttaranchal Power Sector Investment Project comprising clean energy development mainly involving small hydro, plus transmission system expansion and sector capacity building.

The Power Transmission Corp. of Uttaranchal Ltd. (PTCUL) and hydro developer Uttaranchal Jal Vidyut Nigam Ltd. (UJVNL) said they intend to pre-qualify consultants:
o For PTCUL: to review bidding documents, technical specifications, and construction and manufacturers drawings for transmission lines and substations; and
o For UJVNL: to review and check drawings, manage and supervise project implementation, and supervise commissioning of 5- and 10-MW hydropower projects.

UJVNL seeks hydrological information system

Additionally, UJVNL said it intends to pre-qualify consultants to prepare a detailed project report for establishing a state-of-the-art hydrological information system to assist hydropower development and operation in Uttaranchal.

The report would include design of a hydro-meteorological monitoring and telemetry system to support overall hydropower generation operation and management. The monitoring system would be installed in the Yamuna, Bhagirathi, Alaknanda, and Tons river catchments and other tributaries for early flood warning.

The consultants also would prepare technical specifications and bid documents, and help UJVNL evaluate tenders and carry out the project.

UJVNL seeks builder for 10-MW Madhyamaheshwar

As part of the same program, UJVNL seeks applications for pre-qualification by June 19 for design, procurement, and construction of the 10-MW Madhyamaheshwar hydroelectric project in Uttaranchal.

ADB previously said it anticipated international bidding for power plant equipment, associated civil works, and transmission systems for Madhyamaheshwar and three other small hydro plants, Kaliganga, Kaliganga 2, and Kaldigad.

Pre-qualification documents may be obtained from the address below for 10,000 rupees or US$220, plus 10 percent trade tax, by bank draft to UJVNL bank account No. 3968002100011652 in Punjab National Bank, Yamuna Colony, Dehradun.
