The U.S. Army Corps of Engineers seeks information on firms capable of supplying a turbine maintenance platform and of performing turbine blade sealing, pinning, and tip gap filling at 2,160-MW John Day Dam, on the Columbia River in Oregon. Responses to separate notices are due Aug. 10.
The Corps’ Portland District took bids in 2010 to replace tubing for thrust bearing oil coolers at John Day. It also took bids in February for sampling and abatement of asbestos and lead at John Day and 20 other dams and hydroelectric projects in Oregon.
As part of rehab work at John Day, the Corps awarded a contract to Waite Specialty Machine Works Inc. in 2007 to supply turbine runner parts for John Day.
In the first of two sources sought notices, the Corps now seeks information on firms able to supply a main unit turbine maintenance platform, with an option to supply a second platform. The contractor is to produce shop drawings, fabricate, deliver, assemble, and load test a platform. Made of aluminum, the platform is to be about 25.5 feet in diameter and to fit immediately below the main turbine. It is to be made of segments that can fit through a 3- by 2-foot draft tube door, be assembled in the draft tube, and be raised into position.

In a second sources sought notice, the Corps seeks information from firms able to seal the packings of Unit 11’s Kaplan turbine blades, position all blades at the specified angle, test the seals, purchase a portable boring bar and accessories, perform the blade pinning work, and fabricate and install filler pieces on the blade’s periphery.
