Another new date for relays, communications at 6,809-MW Grand Coulee

GRAND COULEE, Wash., U.S. 2/27/12 (PennWell) — The Bureau of Reclamation issued yet another extension of bidding to replace switchyard relays and install a communication system for the Third Power Plant at the 6,809-MW Grand Coulee hydroelectric project. Bids now are due March 7.

Reclamation previously called for bids by Feb. 22 and by Oct. 27, Aug. 30, and June 28, 2011. Before that, it reissued the solicitation to small businesses because a Small Business Competitiveness Demonstration Program was repealed since the project originally was advertised. Before that, Reclamation had called for bids by March 31 and Feb. 10, 2011.

The agency seeks bids for a construction contract to update the existing relays protecting Third Power Plant circuits and the tie to the 230-kilovolt switchyard. Principal components of the work including replacing seven sets of 500-kV relays, furnishing and installing a fiber-optic communication system for the relays, and furnishing and installing a 10-foot by 12-foot control building.

The work is expected to cost between $1 million and $5 million.
