Electricite d’Haiti (EDH) seeks bids for rehabilitation of the 54-MW Peligre hydroelectric project and is recruiting consultants for refurbishment of a transmission line between the hydro plant and Port-au-Prince.
The utility recruited consultants in March 2009 to manage the hydro project rehabilitation. (HydroWorld 2/24/09) The Haiti government also signed a US$15 million loan in October with the OPEC Fund for International Development to be administered by the Inter-American Development Bank (IADB). IADB allocated another US$120 million in grants to Haiti in June for infrastructure, including Peligre. (HydroWorld 6/26/09)
Built in 1971, Peligre serves the Port-au-Prince area but has diminished generating capacity due to deteriorating equipment. During the first phase of rehabilitation, the first of three turbines, Unit 2, and other electrical equipment are to be refurbished. The second phase of the total US$40 million project is to include rehabilitation of a second turbine, Unit 3, and the transmission line linking Peligre to Port-au-Prince. The third phase is to include rehabilitation of the third turbine, Unit 1.
Electro-mechanical, transformer bids sought March 9
EDH seeks bids by March 9, 2010, to supply goods and services to repair electro-mechanical equipment and transformers at Peligre. Among qualifications, bidders must have experience in rehabilitating or installing turbine-generators of a minimum of 15 MW.
Tender documents, in French, may be obtained from the address below for US$500 or the equivalent in Haitian gourdes, payable by certified bank check in the name of Electricite d’Haiti. Bids are due by 10 a.m. March 9.

Transmission line consultants sought by January 15
In a separate solicitation, EDH also seeks expressions of interest by January 15, 2010, from consultants for detailed engineering of the rehabilitation of a 115-kilovolt transmission line linking the Peligre project to Port-au-Prince. Work is to include inspection and recommendations on the state of the existing system, a rehabilitation schedule, economic and financial analysis, bidder criteria, and a list of equipment to be replaced or rehabilitated.
Expressions of interest and qualifications, in French, are due to the address below by 2 p.m. January 15. Companies are to be notified of their qualification and invited to submit proposals.
