Hydro financing consultants sought for Indus Basin in Pakistan

Pakistan’s Infrastructure Project Development Facility (IPDF) invites expressions of interest from consultants to study financial requirements and sources of financing for hydroelectric projects, primarily in the Indus River Basin. Responses are due July 5.

Under the same overall program, the Water Sector Capacity Building and Advisory Services Project, Pakistan recruited consultants in February to upgrade tools, water resources databases, and management systems for its water sector. (HydroWorld 2/8/10) Pakistan’s Water and Power Development Authority also recruited consultants in June for detailed engineering design and tender preparation for the 4,320-MW Dasu hydroelectric project on the Indus. (HydroWorld 6/9/10)

In the current solicitation, IPDF seeks a multi-disciplinary firm or consortium with experience in policy and legal framework, economics and finance, and institutional and regulatory development with demonstrable experience in structuring and financing of hydroelectric projects. The consultants are to conduct a study on financial and fiscal regime and sources of financing hydropower projects.

A draft background and indicative scope of work may be obtained from the IPDF Internet site, www.ipdf.gov.pk.
