Relays, communications tender extended again for 6,809-MW Grand Coulee

GRAND COULEE, Wash., U.S. 3/28/12 (PennWell) — A tender is extended again to replace switchyard relays and install a communication system for the Third Power Plant at the 6,809-MW Grand Coulee hydroelectric project. Bids now are due April 11.

The Bureau of Reclamation, which has repeatedly modified the tender, has previously called for bids by March 28, March 7, Feb. 22, and by Oct. 27, Aug. 30, and June 28, 2011. Before that, it reissued the solicitation to small businesses because a Small Business Competitiveness Demonstration Program was repealed since the project originally was advertised. Before that, Reclamation had called for bids by March 31 and Feb. 10, 2011.

The agency seeks bids for a construction contract to update the existing relays protecting Third Power Plant circuits and the tie to the 230-kilovolt switchyard. Principal components of the work including replacing seven sets of 500-kV relays, furnishing and installing a fiber-optic communication system for the relays, and furnishing and installing a 10-foot by 12-foot control building.

The work is expected to cost between $1 million and $5 million.

A solicitation notice may be obtained from the Federal Business Opportunities Internet site, www.fbo.gov, by entering Solicitation No. R11PS10002 in the “Keyword/Solicitation #” box. Prospective contractors must register in the government’s Central Contractor Registration database, www.ccr.gov.
