Afghans seek supervision of turbine-generator rehabilitation at 100-MW Naghlu hydro project

Afghanistan national utility Da Afghanistan Breshna Sherkat (DABS) invites expressions of interest for monitoring and supervision of turbine-generator rehabilitation at the 100-MW Naghlu hydroelectric project on Afghanistan’s Kabul River. Responses are due January 18.

DABS took bids in January to supply spare parts and consumables for Naghlu. It recruited consultants in October to provide operations and maintenance training for staff of Naghlu.

Since 2006, the World Bank has been financing the rehabilitation of electrical and electro-mechanical parts of the Naghlu project, which was built with help from the Soviet Union in the 1960s.

DABS now invites expressions of interest from consultants for monitoring and supervision of the rehabilitation of Unit 1, overhaul of Unit 3 and procurement of spare parts to support regular maintenance for at least five years. Work is to include services related to bidding document preparation, procurement support, evaluation of proposals, and monitoring and supervision of recommissioning and restoration of plant capacity.

Expressions of interest are due by 10 a.m. January 18 to the address below. For information, contact Chief Financial Officer Ahmad Shah Sahil, Procurement Director Shafiqullah Hanif, Da Afghanistan Breshna Sherkat (DABS), Chaman Houzouri, Kabul, Afghanistan; (93) 752002063; E-mail:,; Internet:
