African agencies seek consultants to audit water, energy programs

The African Development Bank (AfDB) invites expressions of interest from consultants to assess whether principles of its Integrated Water Resource Management (IWRM) Program are reflected in the projects it has financed since 2000. Responses are due October 28.

AfDB seeks a consultant to perform a “quality at entry review” to look for evidence of emerging IWRM approaches and examples of good practice in design of water operations financed or managed by the bank from 2000-2010. The bank also seeks recommendations for practical changes to improve project design and quality at entry.

Expressions of interest, in English or French, are due by e-mail to the address below by 6 p.m., Tunisia time, October 28. Submissions should be labeled “IWRM Quality at Entry Review.”

DR Congo seeks review of resettlement for hydro-based power market

The Democratic Republic of Congo (DRC) invites expressions of interest from consultants to audit the compensation and resettlement plan of the hydropower-based Southern Africa Power Market Project (SAPMP). Responses are due October 31.

DRC took bids in 2010 for installation of a 2,200-kilometer telecommunications system and rehabilitation of transmission lines linking the DRC’s giant Inga hydropower complex, other power plants, and load centers of the SAPMP. (HydroWorld 1/15/10)

With funding from the World Bank’s International Development Association, DRC’s utility, Societe Nationale d’Electricite (SNEL), seeks an audit to determine whether objectives of the compensation and resettlement plan were respected and implemented, whether affected peoples were consulted properly, and whether budgetary resources required by the plan were available and used properly.
