Albania seeks dam safety work at 600-MW Komani hydro project

Komani Dam

Korporata Elektroenergjetike Shqiptare (KESH) invites applications for pre-qualification to perform dam safety civil works at the 600-MW Komani hydroelectric project on Albania’s Drin River. Responses to two solicitations are due May 29 and June 5.

KESH, the Albanian power corporation, invited expressions of interest in April from consultants to develop a dam safety program and emergency preparedness plans for Komani and the 500-MW Fierze and 250-MW Vau i Dejes projects also on the Drin. It took bids in 2012 for spillway gates and stoplogs as part of the rehabilitation of Komani and Fierze (also called Fierza).

The European Bank for Reconstruction and Development lent 12.7 million euros (US$16.5 million) to Albania as part of an overall 63 million euro (US$81.8 million) investment program also funded by the World Bank, Swiss State Secretariat for Economic Affairs, and Kreditanstalt fur Wiederaufbau. KESH has a list of high priority dam safety work for the three hydropower stations, which supply 95 percent of Albania’s power.

In the first of two solicitations, KESH invites applications for pre-qualification by May 29 for mitigation work on the dam toe and tailrace channel dredging at Komani Dam. Work includes:

  • Lot 1: Mitigation works for Komani Dam toe: demolition of concrete slope protection, partial removal of excess downstream berm by constructing slightly steeper slope, protection of lowest part of slope by construction of mass concrete structure at newly constructed dam toe, sinking four rows of jet-grouting columns as foundation for dam toe structure, construction of permanent maintenance road on downstream slope of dam, new rockfill cover on new slope, drainage measures;
  • Lot 2: Dredging of tailrace channel of Komani Dam: survey and sounding of affected area, drawing of plans and sections, excavation of river deposits above water level and dredging below water table of approximately 190,000 cubic meters, performance ofgeotechnical tests of suitability of the dredged material for further use.

In a second solicitation, KESH invites applications for pre-qualification by noon June 5 for rockfall protection measures at the Komani Dam power plant. Work includes: mitigation of rockfall hazards at the Komani Dam left abutment, intake tower, equilibrium shafts, and powerhouse slope. An option will be river training to control excessive sediment inflow into Komani Reservoir.

Pre-qualification documents for each solicitation may be obtained from the address below for 50 euros (US$65) or the equivalent in other convertible currency. Payment is by direct deposit to Raiffeisen Bank, Tirana, Albania, Account No. 800 300 4407, IBAN AL50 2021 1013 0000 0080 0300 4407 SWIFT SGSBALTX Account Name: KESH/Projekti i Ristrukturimit te Sektorit Energjetik.
