Angola again seeks power plan, two small hydro studies

Angola’s Ministry of Energy and Water Affairs (MEWA) has renewed a call for bids from U.S. firms to prepare electricity distribution master plans for two cities and pre-feasibility studies for two small hydroelectric projects. Bids are due October 10.

With a US$626,850 technical assistance grant from the U.S. Trade and Development Agency (TDA), MEWA seeks preparation of master plans for the two cities in Angola’s interior, Cuchi and Luena. The program includes pre-feasibility studies for two small hydro plants, 1.2-MW Kaquima and 2.7-MW Chafinda, proposed nearby. MEWA issued a similar solicitation in 2007. (HNN 8/31/07)

Angola’s electricity infrastructure largely was built prior to its independence in 1975. The ensuing civil war damaged much infrastructure, which also suffers from general disrepair and a lack of maintenance. Only 15 percent of the population has electricity service.

MEWA already has developed a sector strategy with other donor assistance that includes unbundling the Angola power sector while engaging the private sector in management, operation, and perhaps ownership of distribution, transmission, and generation infrastructure. TDA said the contract work, once complete, could be used as a model for isolated regions throughout Angola.

Work under the contract is to include assessment of existing distribution infrastructure in Cuchi and Luena and creation of a master plan for its rehabilitation, including financing and environmental and social effects. It also is to include site visits to the proposed hydro projects and drafting of recommendations for their development.

Only U.S. firms and individuals may bid for the work. However, the contractor may use Angolan subcontractors for up to 20 percent of the TDA grant amount.
