The Asian Development Bank (ADB) invites expressions of interest to study seven mini-hydropower projects and expansion of an existing small project, and to prepare an investment plan to implement the projects. Responses are due February 5.
Prior to obtaining project funding approval from its board, ADB seeks consultants to provide project preparatory technical assistance, performing due diligence on the proposed hydropower projects. ADB previously funded a 2012 tender by Samoa’s Electric Power Corp. (EPC) to refurbish governors at the 4-MW Taelefaga powerhouse of Samoa’s Afulilo hydroelectric project.
The technical assistance to the Small Power Plant Scheme and Rehabilitation Plan is to include due diligence of EPC feasibility studies of a six-plant small hydropower scheme totaling 4.868 MW. The scheme includes 360-kW Faleseela, 1.181-MW Tafitoala, 762-kW Tiapapata, 1.184-MW Faleata, 1.154-MW Fuluasou, and 227-kW Vaipu pumped-storage project. The contractor also is to elaborate a concept feasibility study for the 2-MW Sili hydropower project, which at one point also is described as a 4-MW project.
The contractor also is to perform a feasibility study of increasing water storage capacity of 1-MW Alaoa Dam, part of the Samasoni hydroelectric scheme. In addition to the hydropower studies, the firm is to prepare a rehabilitation schedule and investment plan for hydropower and power distribution assets that were damaged by Cyclone Evan in December 2012.
Work also includes design of a business model for community participation, preparation of an investment pipeline for implementing the hydropower scheme, and preparation of procurement plans and tender documents.
The work is expected to require eight months with a budget of US$750,000.
