BC Hydro to seek rehab of 105.6-MW Ruskin powerhouse

Canadian utility BC Hydro plans to seek bids for powerhouse rehabilitation as part of an C$800 million (US$818 million) seismic safety and reliability program at its 105.6-MW Ruskin Dam on British Columbia’s Stave River. An information session is scheduled Oct. 24, with response forms due Oct. 30.

Ruskin Dam and its powerhouse were built in 1930 at Mission, British Columbia. After 82 years of service, the project is required to upgrade the facility to modern safety and seismic criteria and replace the powerhouse equipment, which the utility said is in poor condition.

BC Hydro already has awarded contracts to Golder Construction Inc. for the right abutment, Flatiron/Dragados JV for the upper dam and powerhouse seismic upgrade, and Voith Hydro Inc. for turbines and generators. The project is expected to total 114 MW upon completion.

The utility now says it is contemplating issuance of a request for proposals for powerhouse completion works generally consisting of upgrades to the 1930 powerhouse and completion work involving multiple construction trades. Optional work might include intake tunnel work, switchyard replacement, and access road and bridge improvements.

It said the work is likely to be of most interest to large multi-faceted construction companies, general contractors and suppliers, and joint ventures with experience in hydroelectric project contracts of more than C$50 million (US$51 million).

BC Hydro said its current notification is a “market-sounding” effort prior to possible RFP issuance.

A non-mandatory information session is scheduled for 9 a.m., Pacific time, Oct. 24 at BC Hydro headquarters in Vancouver. Interested parties should pre-register by e-mail to Jason Cheng at jason.cheng@bchydro.com by Oct. 19.
