Bidding planned for 1,820-MW Teles Pires hydro project in Brazil

Brazil’s energy research agency predicts a concession auction could be conducted by the end of 2010 to develop the 1,820-MW Teles Pires hydroelectric project on the Teles Pires River.

Empresa de Pesquisa Energetica (EPE) reported it submitted a favorable environmental impact assessment on the project to Brazil’s environmental agency, Instituto Brasileiro de Meio Ambiente (Ibama). If Ibama issues a preliminary environmental license to Teles Pires sometime this year, the project could be auctioned by the federal government by the end of 2010.

EPE said the hydro project has the largest generating capacity of several proposed projects in the Teles Pires River Basin. In 2006, Brazil’s electricity regulator, Agencia Nacional de Energia Eletrica (ANEEL), approved a development study of the Teles Pires River that identified the potential for developing six hydroelectric projects totaling 3,697 MW. (HydroWorld 9/6/06) Brazil’s Ministerio de Minas e Energia previously predicted concession auctions in 2010 for hydro projects on the Tampajos and Teles Pires rivers. (HydroWorld 10/6/08)

National utility Centrais Eletricas Brasileiras S/A (Eletrobras) coordinated the development study of the Tele Pires sites, in Mato Grosso and Para states of Brazil’s Amazon region, in conjunction with utilities Centrais Eletricas do Norte do Brasil (Eletronorte) and Furnas Centrais Eletricas S/A.

EPE said its environmental assessment found no reason not to build the 1,820-MW Teles Pires project between the towns of Paranaita and Jacareacanga. The agency said its 152-square-kilometer reservoir would have an average of 0.08 square kilometer flooded per installed megawatt, compared to a five times higher national average for other hydro plants of 0.49 square kilometers per MW.

EPE said the region has no natural barriers to limit development of the plant. It found only 33 families and 109 rural establishments in the area to be inundated.
