California utility plans renewables solicitation

Sacramento Municipal Utility District announced it will release a request for offers of renewable energy for power purchase agreements Jan. 4, 2008. Proposals will be due in April.

The 2008 solicitation will seek power purchase agreements with conventional renewables projects eligible under California’s renewables portfolio standard. Conventional renewables include small hydro, wind, geothermal, landfill gas, biomass, and biodiesel resources.

SMUD said it plans to issue a separate request for proposals in mid-2008 for emerging renewable technologies such as ocean and tidal energy. The utility said it is preparing the solicitations to help obtain 23 percent of its retail electricity from renewable energy by 2011.

For purposes of meeting the state portfolio standard, eligible hydro-related renewables include hydroelectric projects of 30 MW or less. New small hydro facilities are eligible, but only if they do not require a new or increased appropriation of water. (HNN 3/14/07)

Solicitation documents are to be on SMUD’s Electronic Bid Solicitation System website, www.bids.smud.org. Registration in the system is required to obtain the documents. For information, contact Cesar Beltran, (1) 916-732-6925; E-mail: cbeltra@smud.org.
