Concrete quality testing studied for 198.72-MW Folsom Dam work

The U.S. Army Corps of Engineers seeks information on quality assurance contractors who could monitor concrete placement for construction of an auxiliary spillway control structure at 198.72-MW Folsom Dam on California’s American River. Responses are due Nov. 12.

The Corps awarded California-based Granite Construction Co. a $125.9 million contract in October to build the control structure. The auxiliary spillway is being built by Oregon Mt. Construction Co. under a $48.8 million contract awarded in 2008.

The auxiliary spillway is being built to address the hydrologic risk to Folsom Dam identified by Reclamation’s Safety of Dams program. The work is a Joint Federal Project by Reclamation, the Corps, California Department of Water Resources, and Sacramento Area Flood Control Agency.

The Corps’ Sacramento District currently seeks to identify potential bidders to serve as a quality assurance contractor to sample and test concrete. About 110,000 cubic yards of concrete are required for the control structure construction. The concrete is to be supplied by an onsite batch plant and transferred to the placement site by belts, cranes, and buckets.

The Corps seeks Service-Disabled Veteran-Owned Small Businesses, certified HUBZone Small Businesses, and certified 8(a) Businesses, Small Disadvantaged Businesses, and Small Businesses that are qualified to perform the work. The agency wants to determine if there are a sufficient number of such companies to set aside the work for competition by such businesses.

The Corps intends to award a firm-fixed price contract with a base period of 12 months and up to four one-year option periods not to exceed 60 months.
