CONTRACT AWARD: Power Machines to equip 3,000-mw Boguchanskaya

Russian Hydro utility HydroOGK and aluminum producer RUSAL awarded a contract to JSC Power Machines of Russia to supply turbines for the 3,000-mw Boguchanskaya hydroelectric project being built on Russia’s Angara River.

The contract, worth more than 3 billion rubles (US$114.2 million) calls for design, testing, manufacturing, transportation, and supervision of installation of nine turbines of 339 mw each. Delivery is expected to begin in 2008.

Power Machines, Russia’s leading hydro equipment supplier, comprises Leningradsky Metallicheskiy Zavod, Electrosila, Turbine Blades Plant, and the Energomashexport trading company.

Boguchanskaya is the largest power facility currently under construction in Russia. Financing in 2006 equals US$222.5 million.

ORGANIZATIONS: Renewable alliance gains fourth member

The International Geothermal Association (IGA) joined hydro, solar, and wind members of the International Renewable Energy Alliance (IREA).

IREA Convenor Peter Rae announced IGA’s membership during the inaugural session on the occasion of the World Wind Energy Conference in November 2006 in New Delhi, India.

IGA takes a seat on the IREA with members International Hydropower Association (IHA), International Solar Energy Society, and World Wind Energy Association. The umbrella organization was formed to present a unified voice for the renewable energy sector.

ON-LINE REPORT: Brazil’s Capim Branco, Peixe Angical inaugurated

A group led by mining company Companhia Vale do Rio Doce (CVRD) opened the 450-mw Capim Branco hydroelectric project in December 2006 in Brazil’s Minas Gerais State.

The 1 billion reais (US$463 million) investment comprises two power stations, 240-mw Capim Branco 1 and 210-mw Capim Branco 2, on the Araguari River.

Other members of the Capim Branco consortium are Minas Gerais utility Companhia Energetica de Minas Gerais (Cemig), base metals producer Votorantim, and Suzano Papel e Celulose, part of Comercial e Agricola Paineiras. Brazil’s development bank, BNDES, approved 950 million reais (US$330 million) in 2004 for the project.

Brazilian utility and government officials formally inaugurated the 452-mw Peixe Angical hydroelectric project in November 2006 on the Tocantins River.

Officials of 60 percent owner Energias do Brasil S.A. (EDB) and its parent, Energias de Portugal; 40 percent owner Furnas Centrais Eletricas S.A.; and Brazil Economy Minister Manuel Pinho took part in commissioning the plant.

A total of 1.6 billion reais (US$752 million) was invested in Peixe Angical, including 670 million reais (US$315 million) by Brazilian investment bank BNDES and a pool of banks. The remaining 930 million reais (US$437 million) was supplied by EDB and Furnas.


Karnataka Power Corp. Ltd. (KPCL) awarded a 2 billion rupee (US$44.75 million) contract for turnkey construction of the 230-mw Varahi 2 project, adding two additional 115-mw generating units at the site of the existing 230-mw Varahi hydroelectric project. Andritz VA Tech Hydro said KPCL awarded the contract to a consortium of VA Tech Hydro GmbH, VA Tech Hydro India Pvt. Ltd., and VA Tech Escher Wyss Flovel Ltd.

Taiwan Power Co. selected Invensys Process Systems to supply a digital controls upgrade for the 1,088-mw Takuan pumped-storage project in Taiwan’s Nantau County. Invensys said the I/A Series distributed control systems from Foxboro, its U.S.-based business unit, will utilize the Foxboro high-speed mesh control network to maximize system availability and reliability. The new systems will control Takuan Plant 1 with four 22-mw generating units and Plant 2 with four 250-mw hydroelectric pumping units.

Brazilian utilities awarded contracts to build and equip the 334-mw Simplicio hydroelectric project on Brazil’s Paraiba do Sul River. Eletrobras and its unit, Furnas Centrais Eletricas, signed contracts with engineering firms Andrade Gutierrez and Odebrecht of Brazil to build Simplicio. Eletrobras also signed a contract with Argentine equipment supplier Impsa to supply equipment.

REFURBISHMENT: Ruptured shaft to be replaced at Swiss complex

Owners of Switzerland’s four-plant, 2,099-mw Cleuson-Dixence hydroelectric project awarded a 127 million euro (US$162 million) contract for rehabilitation of the pressure shaft that ruptured in December 2000, shutting down the giant project on Switzerland’s Rhone River.

Cleuson-Dixence Construction SA, a joint venture of project owners EOS Holding and Grande Dixence SA, awarded the contract to Andritz VA Tech Hydro GmbH and MCE Industrietechnik Linz GmbH & Co. in a consortium led by VA Tech Hydro. Construction is to begin in mid-2007, with commercial operation restored by the end of 2009 in Wallis Canton, Switzerland.

At 1,880 meters, Cleuson-Dixence has the world’s highest gross head, Andritz said. In December 2000, the steel tunnel lining of the power station burst. In 2004, Cleuson-Dixence Construction named a consortium of Electricite de France, Bonnard & Gardel Ingenieurs-Conseils SA, and Stucky Ingenieurs-Conseils SA to serve as principal engineer for the rehabilitation project.

Andritz said the entire 4-kilometer pressure tunnel will be provided with an additional steel lining of a total weight of 12,600 tons. The design pressure of 200 bars is the world’s highest design pressure for a penstock of a hydropower plant.

In order to secure the high-quality requirements of the new steel lining, an extensive qualification program for the material and the weldings is to be accomplished before start of manufacturing, Andritz said.

Cleuson-Dixence has four power plants: 1,269-mw Bieudron, 290-mw Fionnay, 390-mw Nendaz, and 150-mw Chandoline.

PROJECT DEVELOPMENT: China begins work on 4,800-mw Jinping 2, 6,000-mw Xiangjiaba

Ertan Hydropower Development Co. began work in December 2006 on the 4,800-mw Jinping 2 hydroelectric project, one of four hydro projects to be built on China’s Yalong River, forming a cascade with the 3,300-mw Ertan project.

The official Xinhua news agency quoted Ertan Hydropower General Manager Chen Yunhua saying Jinping 2 was approved by a panel of specialists organized by China’s cabinet, the State Council.

The 29.8 billion renminbi (US$3.73 billion) Jinping 2 is to be built downstream from 3,600-mw Jinping 1, a US$2.8 billion plant already under construction.

Almost a year behind an earlier schedule, China began construction in November 2006 of the 6,000-mw Xiangjiaba project on the Jianshajiang River, a main tributary of the Yangtze River.

Xinhua reported China Three Gorges Project Corp. started work in Sichuan Province. When completed in 2015, the project is to generate about 31 billion kilowatt-hours a year.

REFURBISHMENT: Portugal utility to repower 231-mw Picote

National utility Energias de Portugal S.A. (EDP) seeks bids for generating equipment to repower the 231-mw Picote hydroelectric project on Portugal’s Douro River. Bids are due May 2.

EDP plans to invest 132 million euros (US$169 million) to repower Picote, with commissioning planned for 2011. It previously courted bidders for extensive work to reconstruct the project over 54 months.

In the current solicitation, the utility seeks turbines, generators, command and control systems, and other equipment. Bidding documents may be obtained in digital format from the address below for 2,500 euros (US$3,180).

REFURBISHMENT: Bank funds Cameroon’s Song Loulou

The European Investment Bank (EIB) and Cameroon utility AES Sonel signed a 65 million euro (US$82.6 million) agreement to partially finance AES Sonel’s program to rehabilitate 396-mw Song Loulou Dam on Cameroon’s Sanaga River.

EIB said the financing also includes dam safety work, and ancillary investments improving transmission and distribution of power. EIB said it supports AES Sonel’s post-privatization investment program, estimated at 380 million euros (US$483 million), to boost generating capacity.

AES Corp. of the United States acquired control of Societe Nationale d’Electricite du Cameroon (SONEL) from the government, which retains ownership of 44 percent of the utility. In 2006, AES Sonel pre-qualified bidders to refurbish the 263-mw Edea hydroelectric project on the Sanaga River.

The AES Sonel post-privatization financing plan provides for financing of 135 million euros (US$171.6 million) from EIB and the World Bank’s International Finance Corp., together with a syndicate of the African Development Bank, Central African Development Bank, Deutsche Investitions- und Entwicklungsgesellschaft mbH, Emerging Africa Infrastructure Fund, FMO — the Netherlands Development Finance Co., and Proparco.

Song Loulou is one of the largest hydro projects in Africa, with eight 48-mw turbine-generators. Hydro-Québec International was commissioned by SONEL in 1998 to study reservoir structures.
