The U.S. Army Corps of Engineers has extended the deadline for bids for emergency rehabilitation or replacement of hydroelectric turbines, generators, and pump motors in the Corps’ Northwestern Region. Bids now are due Jan. 31, 2014.
The Corps’ Portland District previously called for bids by Jan. 3. It restarted and substantially enlarged the proposed solicitation in October. It had requested information in April from firms capable of providing emergency rehabilitation or replacement of the large hydropower equipment in the Corps’ Northwestern Region, including Washington, Oregon, Idaho, Montana, Wyoming, North Dakota, South Dakota, Colorado, Nebraska, Kansas, and Missouri. At one point, the agency had expanded the area of proposed work to its South Atlantic Division and Nashville District, only to later scale it back again to the Northwestern Region.
The Corps proposes multiple-award indefinite-delivery indefinite-quantity contracts to perform emergency non-routine inspection, rehabilitation, and/or replacement services for 197 hydroelectric turbines and generators, and for large pump motors at its facilities.
Equipment would include turbines, generators, pumps, and pump motors of at least 500 horsepower as well as water passage and closure devices and their control units. Turbines would include Kaplan units of at least 90 inches in diameter and Francis units of at least 39 inches in throat diameter.
The Corps said its intent is to expedite rehabilitation and replacement of deteriorated and failed major mechanical and electrical equipment by securing up to five contracts for a base year and four option years. The five contracts would have a shared capacity of $99.5 million.
