DR Congo seeks carbon credits consultant for 4,800-MW Inga 3 Basse Chute, medium hydro

The Democratic Republic of Congo (DRC) invites expressions of interest from consultants to evaluate options for carbon credits sales for the proposed 4,800-MW Inga Basse Chute hydroelectric project and several proposed medium-sized hydro projects in the DRC. Responses are due February 20.

The Inga site currently includes the 350-MW Inga 1 and 1,424-MW Inga 2 hydroelectric projects, which are undergoing refurbishment. Additionally, the DRC is developing the 4,800-MW Inga 3 Basse Chute hydroelectric project on the Congo as a step toward development of a 42,000-MW Grand Inga hydroelectric complex. Under the Inga program, the government also is examining the 30 most attractive medium-sized hydropower sites in DRC, with plans to perform feasibility studies of the three most promising sites.

In the current solicitation, DRC seeks a consulting firm to assess the potential for reducing carbon emissions and options relating to the sale of carbon credits of Inga 3BC and the medium-sized hydro projects. The government anticipates a three-step approach of: preliminary assessment of developing carbon finance aspects of hydro projects; further evaluation; and diagnosis of a measuring, reporting and verification system of greenhouse gas emissions in the DRC.

Applicants must have at least 15 years’ experience in project development and greenhouse gas reduction and carbon credits sales; a team experienced in carbon markets or climate change negotiations; experience in capacity development and carbon accounting systems; and knowledge of measuring, reporting and verifying greenhouse gas emissions.

Expressions of interest must be delivered, or sent by mail or e-mail, to the address below by 3 p.m., Kinshasa time, February 20, labeled “Recrutement d’un Consultant (Firme) Charge de l’Evaluation du Potential de Reduction des Emissions et Options Relatives a la Vente de Credits Carbone d’Inga 3BC et des Projets de Centrales Hydroelectriques de Moyenne Puissance en Republique Democratique du Congo.”
