The Democratic Republic of Congo (DRC) invites expressions of interest from consultants to select and perform pre-feasibility studies of 30 most attractive medium-sized hydropower sites in DRC, then perform feasibility studies of the three most promising sites. Responses are due August 8.
DRC previously called for consultants in July and August to serve on expert panels on dam safety monitoring and environmental and social monitoring of the 4,800-MW Inga 3 Basse Chute hydroelectric project on the Congo River. The DRC received a US$73.1 million technical assistance grant from the World Bank’s International Development Association for the Inga 3 Basse Chute (Lower Falls) project, advancement of three mid-sized (10- to 100-MW) hydro projects and an Inga-Kolwezi-Zambia border transmission line.
The 350-MW Inga 1 and 1,424-MW Inga 2 hydroelectric projects currently are undergoing refurbishment. Additionally, the proposed 4,800-MW Inga 3 project is considered a step toward development of a 40,000-MW Grand Inga hydroelectric complex.
To ensure parallel increases in electricity service to urban and rural areas across the country, the program includes support for development of three mid-sized hydropower projects by public-private partnership. DRC now seeks consultants to identify the 30 most attractive hydropower sites from a list of 60 to 80 sites to be provided by the water resources and electricity ministry, Ministere des Ressources Hydrauliques et de l’Electricite.
Once the 30 sites have been identified, the consultant, in the first phase of the work, is to perform pre-feasibility studies examining technical, environmental and social, institutional, economic and financial aspects of the sites. The consultant then is to prioritize the 30 sites.
In a second phase of the work, at the discretion of the ministry and depending on performance of the consultant, the consultant would perform feasibility studies of the three top sites including reconnaissance, technical studies, structuring of public-private partnerships, and economic and financial studies.
The ministry now invites expressions of interest and qualifications, in French, by August 8.
