DR Congo seeks staff recruitment for agency to promote Inga hydropower complex

The Democratic Republic of Congo (DRC) invites expressions of interest from firms to recruit staff for the agency tasked with development and promotion of the estimated 42,000-MW Inga hydroelectric complex on the DRC’s Congo River. Responses are due November 14.

The Inga site currently includes the 350-MW Inga 1 and 1,424-MW Inga 2 hydroelectric projects, which are undergoing refurbishment. Additionally, the DRC is developing the 4,800-MW Inga 3 Basse Chute hydroelectric project on the Congo as a step toward development of a 42,000-MW Grand Inga hydroelectric complex.

The DRC previously recruited consultants by November 7 to perform a strategic environmental and social study of the anticipated effects of developing the Inga complex. It also called for bids by October 28 to supply a utility satellite broadband network and by November 25 to perform exploratory drilling and monitoring instrumentation for the Inga complex.

In the current solicitation, DRC seeks a consulting firm for international recruiting of staff for the new Inga development and promotion agency, Agence de Developpment et Promotion du Site d’Inga (ADEPI). Staff to be recruited are to include managers, auditors, engineers, environmental and social experts, legal and financial advisers, economists, electricity market analysts, and communications and support staff.

ADEPI’s missions are development and promotion of the Inga complex. Development tasks include: ensuring the overall vision of the Grand Inga project; developing plans for hydroelectric production; coordinating various countries and institutions, particularly on transmission lines; and developing the Inga site and support activities. Promotion tasks include: promotion of the project to stakeholders; communication devoted to site development; promoting industrial activities or economic zones to use Inga’s power; and training of staff for management of large infrastructure projects.

Expressions of interest must be delivered, or sent by e-mail, to the address below by 3 p.m., Kinshasa time, November 14, labeled “Recrutement d’un Consultant (Cabinet ou Consortium) Charge de la Selection du Personnel de L’Agence de Developpment et Promotion du Site d’Inga (ADEPI).”
