DR Congo seeks strategic economic, social study of Inga hydropower complex

The Democratic Republic of Congo (DRC) invites expressions of interest to perform a strategic environmental and social study of the anticipated effects of developing the estimated 42,000-MW Inga hydroelectric complex on the DRC’s Congo River. Responses are due November 7.

The Inga site currently includes the 350-MW Inga 1 and 1,424-MW Inga 2 hydroelectric projects, which are undergoing refurbishment. Additionally, the DRC is developing the 4,800-MW Inga 3 Basse Chute hydroelectric project on the Congo as a step toward development of a 42,000-MW Grand Inga hydroelectric complex.

The DRC previously called for bids by October 28 to supply a utility satellite broadband network and by November 25 to perform exploratory drilling and monitoring instrumentation for the Inga complex.

The Inga 3 project management unit, Cellule de Gestion du Projet Inga, said a feasibility study of the project site recommends investment in seven successive steps, each being developed as a separate project: Inga 3 Basse Chute (low-head), Inga 3 Haute Chute (high-head), and Inga 4, 5, 6, 7 and 8 to an estimated total of 42,000 MW. It said it is in the process of selecting a private partner to develop Inga 3BC as a public-private partnership at an estimated cost of US$8.5 billion.

In the current solicitation, DRC seeks a consulting firm to examine the issue of developing the Inga site from a strategic point of view of the induced effects it would have on economic and human development of the DRC, particularly in its energy sector. The study is to look critically at the institutional and regulatory framework as well as at alternatives to project development. The study also is to address the issue of climate change in the medium to long term and its potential effect on the water cycle in the Congo Basin in general and at the Inga 3 project in particular.
