El Salvador seeks feasibility studies of seven small hydro sites

SAN SALVADOR, El Salvador 4/26/12 (PennWell) — El Salvador utility Comision Ejecutiva Hidroelectrica del Rio Lempa (CEL) seeks proposals from consultants to perform feasibility studies of seven small hydropower sites on four rivers in El Salvador. Documents may be obtained until May 4, with bids due July 4.

CEL took bids in February for slope stability analysis and reinforcement proposals for three existing hydroelectric projects on El Salvador’s Rio Lempa.

The utility now seeks consultants to perform feasibility studies of the Titihuapa 3 and 5 projects on the Titihaupa River in San Esteban Catarina and Santa Clara, San Vicente Department; Suquiapa project on Suquiapa River in Santa Ana, Santa Ana Department; Sucio project on Sucio River in El Paisnal, San Salvador Department; and San Simon 1, 2, and 3 on San Simon River in Mercedes Umana, Usulutan Department.

Building on pre-feasibility studies of the projects, the consultant is to determine technical, economic, social, and environment feasibility of the projects and establish optimal alternatives for their development.

El Salvador seeks supervision of 99.4-MW Cinco de Noviembre expansion

SAN SALVADOR, El Salvador 1/19/12 (PennWell) — El Salvador’s hydropower utility seeks bids from consultants to provide technical assistance and supervision of an 80-MW expansion of the 99.4-MW Cinco de Noviembre hydroelectric project on El Salvador’s Rio Lempa. A site visit is planned February 6, with bids due March 15.

Cinco de Noviembre was built in stages between 1951 and 1966, 90 kilometers northeast of San Salvador. Its underground powerhouse was upgraded in recent years to 99.4 MW from 81.4 MW. Comision Ejecutiva Hidroelectrica del Rio Lempa (CEL) recruited consultants in 2011 to assess the compliance of the expansion plan with requirements of the World Commission on Dams.

The expansion would add two 40-MW turbine-generators that would enable Cinco de Noviembre to utilize surplus water from rainy seasons that currently is discharged through the project spillway.

CEL seeks consultants to provide technical assistance and supervision including: review and update of project documents; assistance in preparation of tenders, technical and financial evaluation of bids, and formalization of contracts; and final engineering review of works and supervision of construction, testing, and commissioning.
