European bank seeks consultant for sustainable energy financing

The European Bank for Reconstruction and Development (EBRD) invites expressions of interest from consultants to support its Sustainable Energy Financing Facilities (SEFF) program. Responses are due April 25.

The SEFF program promotes energy efficiency and renewable energy including run-of-river hydropower. It provides technical assistance for market demand studies, credit lines to participating banks for lending, technical assistance for implementation, and performance fees.

EBRD seeks consultants to provide support to SEFF operations in the bank’s countries of operation, which might include Bulgaria, Romania, Croatia, Serbia, Ukraine, Russia, the Caucasus, Slovakia, Hungary, and Poland. It intends to award a framework contract to retain a consultancy firm to provide teams of experts for specific assignments, often at short notice.

The assignment is to run for about two years, starting in May, for a maximum budget of 190,000 euros (US$253,775).

With funding provided by the Netherlands Technical Cooperation Fund, the consultants must be Netherlands based. However, 25 percent of the total expenditure for each SEFF country may be used to finance local consultants.
