European bank seeks consultants for Balkans renewables program

The European Bank for Reconstruction and Development (EBRD) invites expressions of interest from consultants to assist energy efficiency and renewable energy project development and verification in the western Balkans. Responses are due September 25.

In separate solicitations, EBRD seeks a project consultant and a verification consultant. Firms may apply for both positions, but may only be awarded one.

With a maximum budget of 1.85 million euros (US$2.76 million), the bank seeks a project consultant to market a Western Balkans Sustainable Energy Direct Financing Facility. It is to provide financing to industrial energy efficiency and renewable energy projects in Albania, Bosnia and Herzegovina, Croatia, Macedonia, Montenegro, Serbia, and Kosovo. The consultant is to establish technical eligibility criteria, support preparation and appraisal of projects, assist borrowers with loan applications, monitor implementation, and provide overall administration.

With a maximum budget of 150,000 euros (US$223,728), the bank also seeks a verification consultant to verify completion of the projects against set criteria and advise their eligibility for incentive payments.

EBRD said the Western Balkans facility is to be endowed with up to 50 million euros (US$74.6 million). Individual loans will be between 1 million euros (US$1.5 million) and 6 million euros (US$8.9 million).

Expressions of interest for both solicitations, in English not to exceed 20 pages excluding resumes, are to be submitted by September 25, electronically through EBRD’s eSelection system at https://eselection.ebrd.com/suite.
