Feasibility study sought for 20-MW Cabadbaran in Philippines

Philippine power producer First Gen Corp. seeks proposals to perform a feasibility study of the 14- to 20-MW Cabadbaran hydroelectric project on the Cabadbaran River in the Philippines. Proposals are due August 30.

With a US$360,000 grant from the U.S. Trade and Development Agency (TDA) First Gen subsidiary First Gen Mindanao Hydro Power Corp. invites submission of qualifications and proposal data from U.S. firms to perform the work.

First Gen is the Philippines’ largest privately held power generation firm, with an installed capacity of 2,887.4 MW, accounting for a fifth of the country’s total capacity. Earlier this year, First Gen indicated it plans to spend about US$1.5 billion over three to five years to increase hydropower and other generation by 1,000 MW. (HydroWorld 3/24/10)

The run-of-river Cabadbaran project is to be built in the city of Cabadbaran in Agusan del Norte Province of Mindanao island. Target commissioning is in 2014.

The proposed feasibility study would include a pre-feasibility study and update, hydrology investigation and analysis, geological and geotechnical assessment and mapping, preliminary project design, cost estimating, economic sensitivity analysis, environmental and social impact assessment, financing options report, and a legal, regulatory, and institutional review.

Price will not be a factor for the TDA-financed work; cost proposals should not be submitted. The U.S. contractor may use Philippine subcontractors for up to 20 percent of the TDA grant amount.
