Ghana, Benin court bidders for work at three projects

The governments of Ghana and Benin are inviting inquiries from prospective bidders to carry out emergency preparedness plans and other upgrade work at three hydroelectric projects supporting the West Africa Power Pool.

1,062-MW Akosombo, 160-MW Kpong

Ghana received a US$45 million credit from the World Bank’s International Development Association, to be implemented by the Volta River Authority (VRA). (HNN 7/3/06)

VRA plans to seek bids for:
o Emergency preparedness plans for the 1,062-MW Akosombo and 160-MW Kpong hydroelectric projects on the Volta River in Ghana;
o Rehabilitation of cranes at Akosombo;
o Upgrade of Volta substations and the Akosombo and Kpong switchyards;
o Upgrade of supervisory control and data acquisition (SCADA) and metering systems of VRA substations;
o Construction of a bulk supply point for Accra/Tema load centers;
o Upgrade of training facilities and technical assistance to VRA.

65-MW Nangbeto

Benin received a US$15 million IDA credit to be implemented by the Benin-Togo transmission system operator Communaute d’Electricite du Benin (CEB).

CEB plans to seek bids for:
o An emergency preparedness plan for the 65-MW Nangbeto hydro project on Benin’s Mono River;
o Supply of SCADA, energy management, and communications systems to upgrade the CEB dispatching center and substations;
o Engineering and logistics support for West Africa’s Coastal Transmission Backbone; and
o Technical support for West Africa Power Pool operational mitigation and security.

West Africa credits include building 59-MW Felou project

In further support of the West Africa Power Pool initiative, the World Bank Board approved US$75 million in IDA credits to three other nations to finance construction of the 59-MW Felou hydroelectric project on the Senegal River in Mali.

The board approved US$25 million each to Mali, Mauritania, and Senegal, to finance design, construction, and commissioning of Felou under a fixed-price turnkey contract to be awarded by Organisation pour la Mise en Valeur du Fleuve Senegal (OMVS). OMVS, the three-nation Senegal River development organization, recently invited applications to build Felou.
