India developer seeks carbon credits consultant for five projects

India hydro developer NHPC Ltd. seeks bids from consultants to assist in carbon credits marketing for five hydroelectric projects totaling 4,165 MW. Bids are due December 12.

NHPC seeks consultants to assist in registration of hydropower projects for sale of carbon emissions reduction (CER) certificates under the United Nations’ Clean Development Mechanism (CDM) intended to reduce production of greenhouse gases thought to contribute to global warming. The developer seeks consultants having experience of registering at least one hydropower project with the CDM Executive Board.

Hydro projects to be registered as CDM projects include: 195-MW Kotlibhel 1A, 320-MW Kotlibhel 1B, and 530-MW Kotlibhel 2, all in Uttarakhand State (HNN 3/19/07); 3,000-MW Dibang in Arunachal Pradesh State (HNN 9/29/08); and 120-MW Vyasi on the Yamuna River in Uttarakhand.

Services to be provided include CDM application development, validation services, registration services, monitoring support, national approval support, verification and CER issuance support, CER selling support, and other necessary services. The agreement is to be for a first crediting period of seven years under a valid CDM regime.

Earlier this year, NHPC recruited consultants to register the refurbishment of the 105-MW Loktak hydroelectric project for sale of carbon emissions reductions. (HNN 4/2/08)

Tender documents may be obtained until November 10 from the address below for 1,000 rupees or US$25 by crossed demand draft to NHPC Ltd. at Faridabad. Requests must be labeled �Request for Tender Documents for Development of NHPC projects as CDM projects and sale of CERs generated by these projects.�
