India state again extends qualifying to build 690-MW Ratle

Jammu &Kashmir State Power Development Corp. Ltd. (JKSPDC) again extended the deadline for pre-qualification to build the 690-MW Ratle hydroelectric project on India’s Chenab River.

The deadline for responses was extended to November 11, after previously being set for October 6, September 6, and August 6. However, JKSPDC said the latest extension does not entitle firms to initiate new queries with regard to the solicitation.

JKSPDC plans to seek bids to develop the project on a build-own-operate-transfer basis in Kishtwar District of Jammu &Kashmir State. (HNN 8/6/08)

A detailed project report prepared by NHPC Ltd. is to be available to qualifying bidders at the request for proposals stage. Water and Power Consultancy Services (India) Ltd. completed a preliminary feasibility study of the project in 2005.

Bidding is subject to several parameters including an up-front premium by the bidder of more than 500,000 rupees (US$11,765) per MW. At least 15 percent of the project’s power is to be offered to the state, free of charge. Fifty-five percent of the remaining power is to be sold under tariff to the state Power Development Department. A price also is to be established for sale of the project back to the state at the end of a 35-year concession.

Request for qualification documents were available from the address below for 500,000 rupees (US$11,765) by demand draft to JKSPDC at Srinagar. The documents also were available on the the JKSPDC Internet site,, with the fee submitted to JKSPDC.
