India state awards BOOT contracts for nine projects

State utility Uttaranchal Jal Vidyut Nigam Ltd. (UJVNL) has awarded development contracts to five bidders for nine hydroelectric projects in Uttaranchal State totaling 199.1 MW.

UJVNL awarded build-own-operate-transfer contracts as follows:
o Larsen &Toubro Ltd.: 60-MW Singholi Bhatwari (or Singoli Bhatwari), Mandakini River, Rudraprayag District;
o Krishna Knitwear Technology Ltd.: 63-MW Mori Hanol, Tons River, Uttarkashi District, and 7.7-MW Jimbagad, Jimbagad River, Pithoragarh District;
o Lanco Kondapalli Power Private Ltd.: 24-MW Ram Bara (or Rambara), 18.6-MW Gauri Kund (or Gaurikund), and 10.8-MW Phata Byung, all Mandakini River, Rudraprayag District;
o PES Engineers Pvt. Ltd.: 3.8-MW Birhiganga 1 and 5.6-MW Birhiganga 2, Birahiganga River, Chamoli District; and
o Vishal Exports Overseas Ltd.: 5.6-MW Nandakini 3 (or Nandakani 3), Nandakini River, Chamoli District.

No bids were received for a tenth project, 1.5-MW Baram on Goshi Gad River in Pithoragarh District.

UJVNL labeled Singholi Bhatwari and Mori Hanol Category 2 projects, of between 25 and 100 MW, for which it offered project concessions for 45 years. The other projects, in Category 1 of up to 25 MW, were offered for 40 years. At the end of the concession periods either the concessions are to be extended or Uttaranchal State is to take over the projects.

Bids were evaluated for financial and technical strength and project development experience. A report on the bids was prepared by consultant Deloitte and presented to the government of Uttaranchal for decision.
