India state extends bid deadline to develop eight projects

India’s Himachal Pradesh State (HP) has extended the deadline for bids to develop eight hydroelectric projects, totaling 1,481 MW, on a build-own-operate-transfer basis. Bids now are due January 5, 2008.

The previous deadline was November 6. (HNN 10/18/07) The state previously requested bids to develop the projects earlier this year and in 2006. In six cases the anticipated installed capacity is changed from the prior solicitation. HP said the projects’ feasibility must be ascertained by the winning bidders.

Projects offered include:
o 40-MW Kuling Lara, Spiti-Satluj Basin, Lahaul &Spiti districts;
o 60-MW Patam, previously listed as 39 MW, Miyar-Chenab Basin, Lahaul &Spiti districts;
o 104-MW Lara Sumta, Spiti-Satluj Basin, Kinnaur District.
o 268-MW Reoli-Dugli, previously listed as 715 MW, Chenab Basin, Lahaul &Spiti districts;
o 236-MW Dugar, previously listed as 360 MW, Chenab Basin, Chamba District;
o 149-MW Sach-Khas, previously listed as 210 MW, Chenab Basin, Lahaul &Spiti districts;
o 454-MW Seli, previously listed as 150 MW, Chenab Basin, Lahaul &Spiti districts; and
o 170-MW Gyspa, previously listed as 240 MW, Bhaga-Chenab Basin, Lahaul &Spiti districts.

For projects over 100 MW, HP reserves the right of equity participation up to 49 percent.

Winning bidders would be granted 40-year concessions, after which the projects would be transferred to HP. The projects would be required to provide the state, free of charge, 12 percent of their power for 12 years, 18 percent of their power for the subsequent 18 years, and 30 percent of their power thereafter to the end of the concession. The remaining power may be disposed of in any manner in accordance with the 2003 Electricity Act.

Bid documents now are available until 5 p.m. January 4, 2008, from the address below for 200,000 rupees (US$5,064) per project by bank draft or bankers check payable to Accounts Officer (Banking), HPSEB, Shimla, and drawn on any scheduled Indian bank at Shimla. Courier delivery costs 1,000 rupees (US$26) in India and 5,000 rupees (US$127) for foreign delivery. Bids are due by 1 p.m. January 5, 2008.
