India state invites bids to develop 23 sites

India’s Himachal Pradesh State (HP) invites proposals to develop 23 hydroelectric projects, totaling 3,307.5 MW, on a build-own-operate-transfer basis. Bids are due May 31.

Seven of the projects already have project feasibility reports:
o 90-MW Khoksar, Chandra-Chenab Basin, Lahaul &Spiti districts;
o 13-MW Suil, Suil-Ravi Basin, Chamba District;
o 7-MW Shalvi, Shalvi-Yamuna Basin, Shimla District;
o 7.5-MW Kilhi Bahl, Binwa-Beas Basin, Kangra District (HNN 11/23/05);
o 261-MW Youngthang Khab, Spiti-Satluj Basin, Kinnaur District;
o 144-MW Gondhala, Chandra-Chenab Basin, Lahaul &Spiti districts; and
o 114-MW Bardang, Chenab Basin, Lahaul &Spiti districts.

The remaining projects have been identified, but their feasibility must be ascertained by the winning bidders:
o 70-MW Mane Nadang, Spiti-Satluj Basin, Lahaul &Spiti districts;
o 60-MW Lara, Spiti-Satluj Basin, Lahaul &Spiti districts;
o 40-MW Kuling Lara, Spiti-Satluj Basin, Lahaul &Spiti districts;
o 90-MW Miyar, Miyar-Chenab Basin, Lahaul &Spiti districts;
o 81-MW Tinget, Miyar-Chenab Basin, Lahaul &Spiti districts;
o 61-MW Teling, Chandra-Chenab Basin, Lahaul &Spiti districts;
o 39-MW Patam, Miyar-Chenab Basin, Lahaul &Spiti districts;
o 130-MW Sumte Kothang, Spiti-Satluj Basin, Kinnaur District;
o 104-MW Lara Sumta, Spiti-Satluj Basin, Kinnaur District.
o 715-MW Reoli-Dugli, Chenab Basin, Lahaul &Spiti districts;
o 360-MW Dugar, Chenab Basin, Chamba District;
o 240-MW Gyspa, Bhaga-Chenab Basin, Lahaul &Spiti districts;
o 210-MW Sach-Khas, Chenab Basin, Lahaul &Spiti districts;
o 150-MW Seli, Chenab Basin, Lahaul &Spiti districts;
o 150-MW Tandi, Chenab Basin, Lahaul &Spiti districts; and
o 150-MW Rashil, Chenab Basin, Lahaul &Spiti districts. (HNN 5/16/06)

For projects over 100 MW, HP reserves the right of equity participation up to 49 percent.

Winning bidders would be granted 40-year concessions, after which the projects would be transferred to HP. The projects would be required to provide the state, free of charge, 12 percent of their power for 12 years, 18 percent of their power for the subsequent 18 years, and 30 percent of their power thereafter to the end of the concession. The remaining power may be disposed of in any manner in accordance with the 2003 Electricity Act.

A detailed project reports by Himachal Pradesh State Electricity Board is available for the Suil project. Bidders for that project are required to purchase the detailed project report from the address below for 50,000 rupees (US$1,093) each.

Bid documents are available until 5 p.m. May 30 from the address below for 200,000 rupees (US$4,371) per project by bank draft or bankers check payable to Accounts Officer (Banking), HPSEB, Shimla, and drawn on any scheduled Indian bank at Shimla. Courier delivery costs 1,000 rupees (US$22) in India and 5,000 rupees (US$110) for foreign delivery. Bids are due by 1 p.m. May 31.
